If I remember correctly, Amway/Quixtar rules, 'Dancer, state that each distributor must sell a certain dollar amount per month in products to non-Amway distributors in order to retain whatever "level" they've advanced to so far. The level is fairly low (compared to income from downline distributors), but necessary to "beat" the law. Amway, after all, has been closely examined by regulators dozens of times over its 40 years of existence. The only income for Amway folks is through selling products, but "products" includes training tapes and starter kits. There's no sign-up fee or anything like that.
On another note, previous mention has been made of all the cheering people at meetings. Having been to a Mary Kay meeting (another of my wife's "get rich easy" schemes), the impression I got was of 100 desperate people psyching themselves up to go rake in the dough. The other 10 people at the meeting - the high-level people - were there to cheer on the new recruits, since money the newbies make means more money for the 10. In other words, everyone at the meeting was a "plant," in that they were all participating in the fraud (the idea that they'd all be fabulously wealthy in little time). |

But, it does say they have to sell product. It's a scummy way to skirt Title 18, but legally valid. Amway has definately looked closely at the law and discovered their legal loophole.
