IIRC the article I read said that this was an administration response to organizations teaching AIDS prevention, (with the use of condoms) and didn't mention birth control, family planing or abortion at all.

Of course condoms will not only help prevent the spread of AIDS it will also help prevent pregnancy.

So I can see why the Bush administration would disapprove of promoting condom use since they seem to be against all family planing including any type of birth control and abortions.

These people probably figure so what if we cause a few million more people to die the End Time in near and everyone is going to die anyway.
