I tried to surf to that link from work. This is what I got:

Censorware usually works by a combination of a site blacklist supplied by the censorware maker and keyword detection. If you find out just what package your company is using, you might be able to find out more about it at http://www.peacefire.org , which you'll probably have to access from home, since it's pretty universally blacklisted by censorware makers.

If it turns out to be a USA-made package, there's probably a right-wing politico-religious agenda involved.

Chippewa, you're right, that Onion article is nearly indistinguishable from the nonsense it parodies. This bit sounds like something a fundy would actually say:

This is the paradox with parodies.

If misunderstood, they can be taken by the intended target as support for their position and turned back against it's creator with confusing results.

The moon landing hoax is a classic example of this.

It is a major problem with situationalism.
