Ye gods, the media is feeding this woo-woo! But O'Reilly interviewing him is not too suprising. He's from the idiot fringe as well and the two should get along nicely. Birds of a feather, and all that rot.
Ok, here's the shoot-down: if some country or other actually could control the weather, even a little, do these nincompoops really believe they'd be wasting their resources on this revenge nonsense, Hiroshima and Nagasaki not withstanding, that could only bring them pain when found out?
Certainly not! They'd use it to make their country a year-'round tourist trap that would never have to worry about crop failure again.

If I'm properly interpreting the information in the article I linked below, the per-day energy released by a hurricane is over 200 times all the electrical generating capacity on Earth. If any organization had the ability to create and/or control that much energy, there would be nearly unlimited possibilities for exploiting it, either for productive or destructive purposes. Using this energy to take revenge for an event that occurred over 60 years ago would likely be one of the least reasonable considerations. I think Mr. Stevens is all wet and his theory is easily blown away. quote: How Much Energy Does a Hurricane Release?...
