Dude-- are you serious? This is but one in a string of examples where the administration had evidence of X, acted as though -X, and then, when X happened, publically claimed that they had no idea of X. A few examples include:

The problems with Katrina;
Iraq's lack of WMDs;
The local roots of the Iraqi civil unrest;
Using planes as weapons;
Problems with the new plan for prescripiton drug benefits;

and so on and so on and so on.

Just substitute any of the above for X and it's par for the course!

Condie's par for the course when it comes to this sort of thing.
