AVIGNON, France (AP) -- European Union nations are considering a call for an international inquiry as to which country is responsible for starting the conflict between Georgia and Russia.

British Foreign Secretary David Miliband and other ministers at the start of two-day talks in Avignon on Friday say a probe is needed to find out who was guilty of allegations of human rights abuses during the five-day conflict between the two countries.

The EU ministers agree that an independent ''high representative'' is needed to help solve the standoff peacefully.
