| The main "bigness" of Altamira and certainly of Hulunbuir, is physical size of each city. They are defined as cities by law, but are much more like huge swaths of land under the legal fiction of a municipal administration. Altamira has recently become somewhat smaller than Hulunbuir, as parts of the former have been made separate municipalities.
Hulunbuir in particular is a very large part of Inner Mongolia, mostly very rural land with nomadic herdsmen. Population has nothing to do with Hulunbuir's "bigness."
Mexico City, on the other hand, is one huge city by population. I doubt the jury is in with any certainty as to what city is the world's most populous.

If you go by metropolitan areas, the list changes drastically. Mexico City is then #3 after Tokyo and Seoul. |
