A highway can be seen crossing the runway of this active commercial airport "at grade," ie., at the same level. (One presumes both pilots and drivers have observed stoplights at the intersection.)
For two points: 1. What is the airport's name?

Seems to me like the Highway is on a bridge above the runway.
Still seems pretty dangerous. I'd think that they did not feel like they had the choice, possibly because all the lands around are already been used which would suggest a small island nation. Maybe Singapore or Hong-Kong island. |

We have a winner. Congrats, astropin! (I assume you meant "Iberian" Peninsula, but there's just one Gibraltar.)
And, Simon, that road really is on the level with the runway, despite any painted appearances. Or at least it was at the time of the photo. The plan is to run the highway under the runway, but still allow pedestrian crossing at grade.
