HM... The guys are miming the dance of the village people's YMCA. Jesus providing the Y.

Got it! Thanks. I was researching semaphores, but had only gotten "P-(?)-X-(?)" thus far. I was about to give that up and try American Sign Language.

Yeah, I was over-intellectualizing, I suspect. I just should have READ it, not tried to decode the thing!

Weirdly, a few hours after being given the answer, I realized I'd seen this image before, and had at that time figured it out within a minute or two. Shows how bad my memory is, that I'd forgotten the solution. My brain must have been working more slowly that first time, so I never tried code-breaking before I saw the letters. Paradoxically, I wasn't in the mood to over-think. Once a person is concentrating upon a semaphore chart, it's hard to see the letters in the photo.
