Only in the Arctic. Around here you can tell them by the moose-drawn ambulances outside.

That doesn't seem a bad system, though if it is implemented here, there should probably be considerable attention given to making sure that facilities and personnel for caring for the increased patient care load is provided for. The millions of Americans who probably now silently die because of poverty and lack of insurance will be an extra burden on facilities and caregivers.
