This city of about a quarter million has the same name as a superhero. So do the nearby river, as well as the province in which they both lay.

As of last year, the mayor of this city was considering suing Hollywood interests for using the city's name without permission. The mayor blamed the alleged name-theft for being the underlying cause of unsolved murders, and a high suicide rate among the city's females.

For this particular puzzle, you must both give the name of the town, and the country it is part of, for two points. Any partial answer will be disqualified and ignored.
