Something quite unusual is going on in this photograph.

Not a clue as to the city, date, or time, but this appears to be a pattern caused by sunlight reflecting off of the windows of another building, presumably the one from which the photo was taken.

It sure is! Note the clear image of the partial eclipse in some of the spots of reflected light. The (silvered?) windows must have been slightly concave (maybe from the pressures from a breeze?) to have made those images.
