What on Earth? #69: World's Tallest Trash Can

This building was constructed as a luxury apartment building. It is cylindrical, over 50 stories tall, and has a wide central core which is open to the sky. Wealthy residents lived in apartments with windows on the outer walls, while their servants got apartments facing the open central chamber.

Historical events triggered a situation in which criminal gangs took over the building. Crimed soared. Everyone who could afford to, got out. Trash and debris thrown into the central core of the building piled up an amazing five stories high. (For the lower residents along the core, this must have afforded a uniquely "offal" view.)

Things are much better now, so they say.
