Wikipedia has this on Pontifical Secrets in general. But this link tells us more about how Ratzi himself, in his former office as head of the Roman Inquisition (now called "the Congregation for the Doctrine of the Faith"), used Pontifical Secrecy to hide, aid, and abet priestly child molestation.
