Assuming the sexual distribution of the butterflies in question is 50% male and 50% female:
If 98% of the males in only one generation got wiped out, then the following generation should have a restored balance. As the off-spring should be 50/50.
This parasite must therefore work over several generations, and the genetic difference that makes a certain part of the male population survive isn't binary, but gradual.
That is why we see a gradual recovery of the male population over many generations.
