I asked my wife (an RN) about this. She stated that if there is a Physicians order for a sleeping pill, the Nurse is required to give the pill at the prescribed time. Sometimes in the (usually understaffed) hospitals, schedules get pushed back as much as a couple of hours. Failure to follow the Physicians order could cost a Nurse his/her license. Talk to the Doctor.

Talk to the doctor AND the nurses.
The doctor can prescribe medications PRN which, while I forget what the acronomy actually stands for, means that the nursing staff has authority to dispense as needed, if needed. This is common in a psychiatric setting.
Second, patients have the right to decline treatment and to know what the treatment plan is, including prescribed medication. My recommendation is to ask the nursing staff prior to nodding off exactly what is planned for the night. Then inform them, in writing if necessary, that you decline any sleeping pills. You'll get a fight over this, and the info may not get passed on to the oncoming shift, but it's your right nonetheless.
