The claim is that this is not a doctored picture. The page also has links to the pictures taken immediately before and after. It will be interesting to see what is finally determined to be the cause.

I would make that same bet but not because I don't believe ET exists somewhere. Seems reasonable to assume they are out there but they would face the same problems we do for interstellar travel.

Not a clue, although I've seen waterspouts that looked similiar. It's a bit too straight for that, though and the ones I've seen were much farther at sea.

How about fireworks?

If a firework was shot off, there would have to be some kind of flash where it started. It would also leave a smoke trail, and it would be fairly small, probably similar to what appears here. Furthermore, the trajectory would be straight since a rocket is propelled. If you look closely at the bright light, I think I can see a small smoke cloud. Someone check just to make sure my eyes are working.

The only problem I have is with that flash. Unless there was something burning from the launch site afterwards, I don't see how that light would still be there.

Because whatever true progress humanity makes is through the rationality of the occasional individual and because any one individual we may win for the cause may do more for humanity than a hundred thousand who hug their superstitions to their breast.

The light appears curved, suggesting light is reflected or refracted. Perhaps through a drop of water on the lens. The darker line seem to me too straight to be a bug in flight.

I don't know much about photography, but it seems without knowing shutter speed and exposure time, etc. very little can be determined.

The flight path is straight, but not too straight if we are only talking about something flying six inches from the camera lens.

The light spot does seem to have a body with fuzzier "wing" sections coming out of both ends. At an angle, like this / .

Also, the whitish light/flash whatever seems to obscure the lamp post, meaning it would have been in front of it, rather that splashing in the water behind it.

Again, I'm not an expert, but it just seems simliar to other "rod" photos of UFOs and stuff I've seen. The mere suggestion of something being far away is enought to mess with your ability to think it terms of proper size and depth. I think it's a bug flying close to the lens, a moth maybe, or even a gnat, illuminated by the camera's flash.
