The robots are a great idea.
It's gonna cost more than $127B though. The article mentions a competition last year for a $1M prize, where several teams built robost to drive over a 140 mile off-road course... not a single robot vehicle completed the course.

A remote controlled armed and armored probe could be usefull in street combat. Probably much cheaper than a trained soldier. Easier to repair to.
What can be used by you can of course be used against you... |

Robots. The systems had to be 100% autonomous. No remote control allowed. Saw a show on the science channel about this at the time.
