Look at this map. Go to the Katrina view and notice the bridge to Crescent City is not only still standing but is also connected to the Superdome area and the highway does not appear to be underwater.
While I can't tell from this image alone, it seems reasonable to plan on moving folks to the Superdome and then out after the storm should flooding occur. While the plan may have been flawed, that's different from failing to act. And if you expected federal help at that point, not mobilizing the school buses makes sense. In hindsight, one should have had the follow up evacuation plan in place and expect the feds to not be there in a timely manner. But that's hindsight.
I've been around politics enough to know you never expect federal help to be on time until after the event. And the flooding plan is reasonable for the Superdome until the levee's break. The Mayor knows that a Cat 5 storm is barreling towards his general direction, his levees are only rated to Cat 3 force, and he is likely to be hit by Cat 4 strenght force. The Superdome is on somewhat higher ground. It is reasonable to activate an evacuation plan which busses people out of the city. Also, people going to the Superdome were on their own to get there. If the mayor expected federal help in the evacuation, he's a damn fool.

Notice in the article that the delusional George Bush and his "Axis of Danger to Freedom" are again invoking the power of fear by expressing concerns about terrorist attacks, weapons of mass destruction, and germ-warfare. Who was it that said a few days ago to look out for the government using Hurricane Katrina as a means of gathering even more unrestricted power to use against the US citizens? Oh, yeah, that was me.
