"Caveat emptor," the saying goes. Also, "If it looks too good to be true, it probably is."
On the other hand, if I lived in Lagos, I'd likely at least support the 419 scammers if not be one myself. The sad part is that, from what I've seen, these things are not all that sophisticated, nor even particularly clever. But people fall for them anyway.
