This is a fun one. It states that President Franklin Delano Roosevelt had known in advance that Japan was preparing a sneak attack on the military base at Pearl Harbor, Hawaii -- and allowed it to go ahead, for whatever nefarious reason.
Some such theorists go even further, and claim that FDR had somehow contrived for it to happen.
One pictures FDR getting on the phone with Hideki Tojo and conferring through an interpreter:
FDR: Deke?
HT: Yes, is that you, Frank?
FDR: Yes, Deke, I've called you about a certain favor that I hope you can do for me.
HT: What favor, Frank?
FDR: To attack the Navy base at Pearl Harbor in Hawaii.
HT: Why do you want me to do that? Frank, that's a tall order.
FDR: What does any leader want? Power, power, and more power. If you pull this off, then I can wail "We are under attack!!!" and use the occasion to give myself emergency powers. Nobody will question me, since everybody wants a strong leader in an emergency. And when people start suspecting me of anything, it will be too late.
HT: Good thinking. You are a very perceptive leader. But what will I get out of it?
FDR: You'll have the western Pacific to yourself, Deke, to build your empire in. And that attack will not only devastate our fleet, it will make you look invincible, so I'm sure that I can get my people to not challenge you. Of course, they'll be hopping mad for a while, but I'm sure that they'll see what superior military power you have.
HT: Not an empire, Frank, a co-prosperity sphere. We intend to be the leader of an eastern-Asian community of nations.
FDR: OK, Deke. But one last thing.
HT: What?
FDR: There are reports of atrocities, such as a mass murder of the population of Nanking in China.
HT: That? That was a pacification effort. We killed only as many as we had to. I can't understand how people can be such ingrates.
FDR: I understand. So is the attack still on, Deke?
HT: Yes, Frank. [pauses] I've made a note of it. We'll get to work on it the first thing next morning.
Which reminds me of similar conspiracy theories about our current Administration and the Sept. 11 kamikaze hijackings.
