Ohio Voting Problems Deemed Severe 10:22 p.m. ET August 15, 2006

CLEVELAND (AP) -- Problems with elections in Ohio's most populous county are so severe that it's unlikely they can be completely fixed by November, or even by the 2008 presidential election, a report commissioned by Cuyahoga County and released Tuesday says.

On page 192 of Greg Palast's new book, "Armed Madhouse," (published last June) there are two maps of Cleveland and Cuyahoga County. The maps are in black and white. The first shows the proportion of ballots NOT counted by precinct in November, 2000. The second map shows the same area of Cleveland. Both maps are almost identical in the shape of their blackened areas; the second is the percentage of population in Cuyahoga County showing the density of 18 and older African Americans.

As Josef Stalin always used to say: "It's not the people who vote that count; it's the people who count the votes."

I would add, maybe, that Joe also meant, those who don't count some the votes.
