W will just veto it.

The only chance this has is if it can get enough votes to override a veto.

And that seems unlikely. The republicans who will vote for this bill will not all vote to override a veto of it.

Actually, attempts to pass a spending bill to interfere with the troop surge will be filibustered in the Senate by a group of hard core hawks like McCain has become.

The point of sending the message is a show of force (in this case numbers). If you are quiet, the war supporters who still think we are going to end up with oil company contracts and permanent military bases in Iraq with a stable pro-American government will think like Nixon that they have a "silent majority" supporting them. In Nixon's case there was for a while. It was the over 30s vs the under 30s roughly. Now it's the apathetic majority and the hawks vs the doves.

So stand up and be counted. That is the only way to get these leaders who are afraid of being called weak on terrorism to recognize the public doesn't see it that way.
