AGHHHHHH
Let's see, we are in a war..... No where not, only Congress has the power to declare war...... No, there are War Powers, but no war..... Where are War Powers in the Constitution. With Congress...... Congress can declare war.
So many people want to impeach Bush for listening in, but not enough want to impeach the entire Congress for weaseling out of their responsibility.

In principle, can this Congress repeal the authorization that that other Congress gave Bush a few years back?
Would it have any effect if they did? |

Congress can, and should repeal the measures they have given Bush, and the measures it has given others. Congress should make clear-cut rules of what the president can do as far as offensive actions. I don't see it, because Congress gets to avoid a vote to go to war, and all the things that g owtih doing so; and gets to deride others if the war dosen't go the way they want it to. Win-win for them.
November was (hopefully) a start, but lots to go........

No, something like that takes a lot of minds. If it were up to my benevolent butt...
Any offensive military action beyond the destruction of actual points of origin in attacks..... but I am sure a lawyer would find a loophole. I.E.... A fighter is attacked from a SAM site. That SAM site is history. Other direct support for that SAM site is history, both on the presidents OK. Going beyond that should be an act of war and voted on my the Congress. Invasions for "regieme change" most definitly.
Because of the problems inherent to national security, circumventing the process should be considered treason.

We have Wars on Terror, poverty, drugs, etc.... all of which we call wars, and are "declared" wars, seems Congress can get that part right...... But an actual war? What the hell....... Silly me for expecting things to be done right. [/rant]
