This one is tricky. Megan's stepmom brought this to my attention, and wants to know what to do.
A kid at one of our area schools has created a website. A lot of the other kids are really excited about it and love to visit it. Problem: this is some really sick shit. I know we all trade some really far out sites, but I've never seen anything like this.
Carol would like to know if this site can be shut down. If so, how?

It may be against the ISP's Terms of Service. Bring it to the attention of the ISP and they can decide.

I am no expert especially not on US law, but I would say that this heavily depends on the content of the site and the ISP.

You could always try to contact the parents of the kid first before you do anything else.

The rest would really depend on the site.

Is it something that could be considered Illegal?

Does it violate copyright of some sort (the DMCA is extremly flexible and just it's mention will get most ISP to shut down the site rather then spent any time finding out wether it applies)

The rest really depends on the provider/hoster/content.

If it is on some sort of service like geocities, read their customer agreemnts there is usually enough stuff in there that most of their user break the rules in some way. You don't have to complain about the problem that you have with the site. You have to see what other rules they might have broken.

If you just could get a site easily shut down and keep it shut down because it offends your good taste, we would be in a bad place.

The question is also who do you want to protect from this site? Your own family? then it would probably easier to use some sort of censorware at home.

If you are willing to throw enough cash at a problem there is nothing that a good lawyer can't do. But I really only use that as a last resort.

The first part will be to block the school's LAN access to the site. What really concerns everyone is that the kid who's running the site is under 18. He seems to find rape extremely funny. Like I said: sick.

A responsible parent would surely put a stop to it.
