I worked in China for a bit, and have taken somewhat of an interest in that part of the world.
What this article tells me is that North Korea is about to implode, and China needs help controlling the situation so it doesn't get too unstable and uncontrollable ("warlord factions" forming in the absence of effective leadership).
The whole nuclear thing is a viable excuse/vehicle to enable a gentler "transition".
My thoughts, anyway.
Anyone else?

It's amazing to me that North Korea has lasted as long as it has under its corrupted "Communist" regime. They must have some very efficient institutions to have kept people in line this long. Like Burma, the huge estates of the military elite are clearly visible even with Google Earth, while the people are left starving in a devastated countryside.
Yes, Badger, I think you are right. The international community, with only minor differences in approach, simply wants that place, once its regime collapses, not to become a dangerous, Somalia-like failed state.

China doesn't want the refugees likely to stream across the border if N. Korea collapsed. I find this hopeful period symbolized by N. Korea destroying the cooling tower to be a joke. They shut that plant down because they had no more fuel to reprocess into bomb-grade material. Victory - Bush style. |
