This is a "second level administrative region," or, such are districts are known in most English-speaking nations, a "county."
This county has just over a hundred residents, and no county government. Nobody is permitted to visit this county by land. Persons visiting by water are strictly required do so while accompanied by an official escort. Outsiders are absolutely forbidden to move to this county. Children under a certain age are banned from being in this county.
When the last resident finally dies, the plan is to abolish the county, making its territory a part of the adjacent county.

The best guess I can come up with is the following, although the information I was able to dredge up out of the depths of the Internet doesn't exactly coincide with your hints.
This place is at least remarkably similar to what you describe and should be worthy of at least a point and a half for a good try! And if you would just ASK, I would probably pay you better than Kil and Dave do, especially if you'll feed me answers before you spring these confounded Mystery Spot quizzes!

You are correct with your answers to the first three questions. As for the third, that is not the answer I was looking for. I'll try to determine if it was correct, though. If it is, you get all four points.
The answer I was seeking is: Kalawao County is the smallest county in the USA.
Aside from Kalawao County, the remainder of the island of Molokai is part of Maui County, to which Kalawao will revert once all the inhabitants are deceased.
Edit: It appears you are right about the world's highest sea cliffs. You get all four points!

Thank you so much for your recognition and congratulations, but I feel that I really failed in not stating that it was the smallest county in the US, and that the highest sea cliffs in the world are located there. Please subtract 1.872 point from my enormous collection of points.
Mooner, between you, Dave, and Dude, you guys never fail to humble me! The Ignored also puts me in my place (which I suspect is a coffin) but he tends to repeat himself a little.
