This is a mountain range.

1. Where is it?

2. What is its name?

3. For an extra point, what is geographically (as opposed to geologically) special about it?

Sutter Buttes, "located just outside of Yuba City, California in the Sacramento Valley, the northern part of the Central Valley," the world's smallest mountain range.

Correct, correct, and correct! Congrats, Dave!

Mooner and Dave.....

My official protest was barely lodged with He Who Knows Too Much when this outrage occurs! I smell collision!.....or is that collusion? Whatever it is, how can a mere World Expert On Damn Near Everything be expected to compete with the motherless offspring of an unlikely 1996 sexual congress of Larry Brin and Sergey Page who simultaneously writes code with one hand while performing neurosurgery with the other? He solved Euler's Seven Bridges of Konigsberg problem while sleeping off a hangover and devised an answer to the Street Coloring Problem in black and white using a box of Crayolas. And you can see he's only three weeks old by his picture!

In recent months it has occured to me that I may be mortal! I cannot compete with the supernatural!

Look back over the other "What on Earth" challenges, bnbuck. Most of 'em have stumped me. I lucked into a good set of keywords for Google, this time.

Dave.....

"Lucked into"? I think not. You looked critically at the GoogleEarth view, noticed that the land section divisions were remarkably large in comparison to the size of the Mooner-defined "Mountain Range" This told you that this was a damn small mountain range. This led (in less than 40 minutes), to Google-Wikiing "smallest mountain range" and, Bingo, it pops up #3. Put it into GoogleEarth search and the pictures match.

Not much luck involved there, Dave! Your modesty almost exceeds your ability! Which is considerable, to say the least! I share Mooner's congrats!

Nah, bnbuck, that would have been easier. I put "circular mountain range" into Google Image Search, and then it took a couple minutes to find something promising-looking to follow.
