This national capital has a population of about a quarter million. The city is rated as among the very "least livable" cities on this planet. Brazen criminal gangs run unchecked, unemployment is as high as 90%, infrastructure and public buildings are literally falling apart -- this place is a mess.

Just one question:

1. What's the name of the city?
