The zombiepope isn't right. Condoms do prevent HIV if they are used.
The problem is that they were not advocated when the problem was manageable. There isn't anything you can do when 50% of a population has a disease. Well, nothing that isn't draconian and inhumane anyway. Without enforced testing and isolation of the infected people you can't halt the spread now.
If the church had advocated, distributed, and educated about condoms 20 years ago the story may have been different.
The USA (and other western democracies) are a case study in point. We recognized the problem, found a way to contain it, and educated the public.
I recall reading that 3% is the HIV prevalance in the US (it would likely be lower than that, but drugs are making people with HIV live a long time now). The biggest number of new infections every year is from the high risk groups (gay/bisexual men, IV drug users, and people who refuse to use condoms).
So no, the zombiepope is not right.
He is just twisting an observation to fit his personal bias.
