Since the video description says "not HAARP" and the light happens shortly before parts of the city lose power, I would conclude that it's a high-voltage substation either being damaged or switching off.

Edited to add: here's a fuse failure, and here's a failure that lasts a really long time. What happened in Japan wasn't this sort of failure, though.

That is not in the sky as described, it's clearly something on the ground. Some people, usually male teenagers, like to light their farts with a lighter and it will burn like that. Maybe the earthquake shook out some methane gas from the ground, a ground fart if you will, and it found a spark. SS

I found this up loaded May 11,11. Sadly it shoots my Methane discharge explanation down. Can this be more Earthquake lights, without out the earthquake?? Or it's another alien attack with a failed attempt to explain it as transformer exploding, High voltage la la, blah blah, fantastical reasoning. Their not fooling me but it should have more of the same music that OFFC's video has. That would make this really coool and freaky. SS
