China and the Philippines are in a standoff over Scarborough Shoal, a few mostly-underwater rocks in an area thought to have great deposits of gas and oil. Like nearly all the islands of the South China Sea clear down to Indonesia, the Scarborough atoll of Scarborough Shoal is claimed by China. It is about 123 miles (198 km) west of Subic Bay, Philippines, and about 540 miles (870 km) south-east of China's Hainan Island, the closest Chinese territory.
Nationalism in both countries is heating up. President Aquino of the Philippines now refers to the South China Sea by the neologism, "the West Philippine Sea". Fighting ships of both sides uneasily face one another at the atoll.
Some months ago, Chinese hackers attacked some Philippine Web sites. Filipino hackers then took down some of China's. Now the Web site of PAGASA, the Philippine's weather service has been hacked. It happened about two weeks ago, and still is not online, even as the first tropical storm is growing near Guam.
