If more/better education reduces religiosity, then the optimal (though not complete) solution is to publicly and sufficiently fund all education from pre-K through university. That will also have the side effects of reducing medical costs, higher education costs and professional services costs all around, so its win-win-win.
Using a murder charge as a "deterrent" only works if other families are expecting their child to die. These kinds of people wont seek medical advice until its far too late because they are so over-confident.
Not only that, but all other non-educative methods of limiting these situations (like mandating annual check-ups for minors, for example) will only further isolate that sort of person away from mainstream medical care (and the rest of society), reducing in even higher child (and adult) mortality rates among them.
