Because the first term of any president is about getting elected to a 2nd term.

It's perpetual per a treaty prior to Castro's revolution.
The Castro gov't has never cashed in the rent checks.

It a left over form the Spanish-American war. Would you think that American bases in Germany and Japan are also symbols of empire.

Off Topic cuz I know you'll like it:

I saw "Cuba: African Odyssey" on IFC. If you haven't seen it, sse it you'll like it.

It's origin is quite shameful, sure, but it does not affect the status quo. Or should the US also give back Oklahoma?

If we need the base, we should keep it. If we don't, like if we're keeping it because we still hate Castro after all these years and we want to thumb our noses at him with it, then we should close it and give it back.

Well, the US need the base, obviously. Where else would they put illegal prisoners to abuse without journalists bringing damning evidence immediately?
