In the Google Earth Sidebar, do you have Layers | Primary Database | Border and Labels | Populated Places checked?

They're all there - for South Korea and China, Japan, etc., but North Korea is just land and towns and cities (and weird barracks-like areas (labor camps?), but no names or outlined roads. |

Ah, yes, Google Maps as opposed to Google Earth has a North Korea devoid of place names. Very odd. It would be interesting to know the reason.
